2023 MIPS Submission Checklist 

With just a few weeks to go of the 2023 MIPS performance year, your priority as a clinician will soon switch from reporting to submitting. HCIS wants to make sure you are prepared to submit for MIPS; the following checklist items will provide you with a great start to your submission process. 

  1. Check Your Current Eligibility for the 2023 Performance Year 
    • Check your preliminary eligibility status by entering your National Provider Identifier (NPI) in the QPP Participation Status Tool. 
    • OR
    • Sign in to the QPP website to check the eligibility status for all groups you’re associated with and the connected clinicians in your practice. 
    • Final eligibility is now available (as of December 2023). 
  1. Select a Reporting Option 
    • Original Reporting Option 
      • Traditional MIPS: The clinician/group reports in the Quality, IA, and PI categories. CMS calculates the Cost category. 
    • Newest Reporting Option 
      • MIPS Value Pathways (MVPs): Registration closed Nov 30, 2023 – Includes a subset of measures and activities that are related to a given specialty or medical condition. There are 12 MVPs available to report for the 2023 performance year. 
      • For the 2023 performance year, you can choose to report an MVP in addition to traditional MIPS and CMS will take the highest score you receive. 
  1. Choose a Participation Option 
    • Individual: Collect and submit data for an individual MIPS eligible clinician. 
    • Group: Collect and submit data for all clinicians in the group. 
    • Virtual Group: Collect and submit data for all clinicians in a CMS-approved virtual group (traditional MIPS only). 
    • APM Entity: Collect and submit data for MIPS eligible clinicians identified as participating in the MIPS APM. 
    • Subgroup: Only available to clinicians reporting a MIPS Value Pathway. Advance registration is required. 
  1. Select Quality Measures 
    • Traditional MIPS: 6 Quality measures (or a complete Specialty measure set) 
    • MIPS Value Pathways (MVPs): 4 Quality Measures within the MVP 
    • Make sure selected Quality measures are available for PY23 
      • 11 quality measures have been fully removed 
      • 2 Quality measures have been partially removed 
  1. Select Improvement Activities 
    • Traditional MIPS: 2 high-weighted or 4 medium-weighted activities Improvement Activities 
    • MIPS Value Pathways (MVPs): 1 high-weighted or 2 medium-weighted Improvement Activities within the MVP 
  1. Determine whether you will submit data for Promoting Interoperability 
    • Small practices and certain provider types qualify for automatic re-weighting of the PI performance category 
    • Large practices can apply for MIPS Promoting Interoperability Performance Category Hardship Exception 
    • Deadline to apply is Jan 2, 2024 at 8pm 
    • EHR must be certified to the 2015 Edition Cures Update certification criteria 
    • Security Risk Assessment (SRA) and High Priority SAFER guide must be completed by 12/31/2023 
    • Must report full PI measure set for both Tradition MIPS and MVPs  Must submit active engagement level for Public Health and Clinical Data Exchange measures 
      • Option 1 – Pre-Production and Validation 
      • Option 2 – Validated Data Production
