Merit-Based Incentive Payment System (MIPS) reporting is an annual Centers for Medicare and Medicaid Services (CMS) requirement for most physicians in the US. Not reporting, or reporting incorrect information, can incur up to a 9% penalty on future claims.
If you’re a physician or group practice that is required to report MIPS as part of the Quality Payment Program (QPP) you have two options in order to submit your data:
1) Submit through a certified MIPS registry Merit Based Incentive Payment System (MIPS) – HCIS
2) Submit your data directly to CMS https://qpp.cms.gov/mips/quality-requirements
To report MIPS measures directly, you must submit your quality performance data for all covered physicians in what is called a Qualified Clinical Data Registry (QRDA) file. The file must also be in the latest CMS-approved version, which is currently QRDA III. This is a data file structured so that CMS can ingest your data into their systems in their required file format otherwise it will be rejected.
Physicians without an EMR or using an EMR which does not produce a QRDA III file, face several daunting challenges:
- MIPS reporting is technically complex given CMS’ submission requirements
- Creating a QRDA III requires an understanding of healthcare data mapping standards
- Your file must be free of errors and structured in the required CMS format
- Submitting your file must be done using a secure file transfer protocol on the CMS website
- Physicians must keep up with changes made by CMS to its submission standards and process
